Quite Amazed to see that Conditonal formatting of icon sets does not allow relative referencing

Any idea guys why Conditional formatting of icon sets does not allow relative referencing, While applying to column set it says " The relative reference is not allow for condistinal formatting for data bars, icon sets ..."??

How are do instead if we are using icon sets and relative referencing is not supported ?
 
Can you give an example of what you mean, maybe upload a workbook? I've having trouble understanding what the problem is.
