How to find Smallest and Largest value along with referencing range.

Please try below formula in cell F4 and G4 respectively
in F4: =MIN(IF($B$4:$B$18=E4,$A$4:$A$18))
in G4: =LARGE(($B$4:$B$18=E4)*(A4:A18),1)

and Enter with CTRL+Shift and drag down.
