Help to draw the scatter chart

Hi, i am beginner in excel charts. I what to draw the scatter chart with cost and quantity.The charting area color is looks different for different ranges and horizontal and vertical lines are also shown on the chart ranges.my ranges are 3:400000,6:800000:9:1200000 and 12:1600000 like this.the first one is qty and second is relevant cost.Thanks in advance for your help.

The first one looks more scattered-like than the last one; this is very "lined".
