Formula in excel needed

I want an excel formula for the following queries
1) If payable days is 0 to 20 then one should not fall under PF or ESIC bracket.

2) And if extra bonus or paygoes one should not be out of ESIC or PF.
I am uploading a file for your reference .pls reply with a formula.
