Format cells

Helloo Excel Gurus,

Wondering if someone can help me with this.
I export excel files from a WMS software on a regular basis.
The format on certain cells are not consistent which causes problem while sorting.
Tried different ways to change the cells formatting but in vain.
In the sample file attached the first 13 numbers stick out from the rest when i use the sort option under data tab.

I think the key is to sort numbers stored as text along with the text (13031E01 is a valid number when entered as scientific notation).
