Animated Bike Chart

Dear Experts,

I need help on the below. I want an animated chart moving cycle from zero to 140% by achieving the budget [100%].

Bike has to move from zero to 140% by animation cycle moving. Cycle has to pick the flag from 100% along with the bike.

This is normal chart which i took from Chandoo.org.However i want to try this as animated chart which i mentioned above.Can you please help?

Dear Vietm.

I am attaching the sheet what i used .Where i have only one bike which should start from zero to 140.where budget is 100 which has flag and it should pick the flag from budget.
