Unable to add or delete sheets

We have an existing workbook that we have been able to add and delete sheets to in the past. Today we are unable to do so. When we right click on a tab almost everything is greyed out. Please help!!!
 
I'm reluctant to attach the file because it has confidential info (customer pricing) in it. Yes, it is password protected.
 
OK - well guessing is not something we spend a lot of time on .... But have you or any other user made any changes to the password protection? That is where you might want to start looking ....
 
I've dug a little further, it looks like there is another password protecting the workbook, however, the usual password we use is not working. I found a VBA code on the internet that should recover the password but that's not working either.
