Target Line without secondary axis

Is it possible to create a graph with target line but without secondary axis.
because graph figures are controlled by drop down and axis option for min/max & min unit/max unit are not same.

Not sure if I fully understand what you want but is it to have the targeted line also on the primary axis? If so, that's easy enough, just right click on the line -> format data series -> select "Primary axis" on the "Plot series on" option

Once you have the secondary Axis scaled correctly
Simply select the chart,
then select the Secondary axis

press Delete
