SUMIF, RANKIF, SUMPRODUCTS QUESTION

Hello,

Attached is part of a results spreadsheet I am using for a local schools cross country competition. This year we have schools competitong from two districts (we call it bororugh in England) in one race. I have a system to work out the overall winners (very basic as you will see) just writing in the times as they come in. I would also like to get their district rank (using column E contents as the IF criteria) of their time in columns I and J. This is where I am confused.

Any help is greatly appreciated.

If all the times are in order then a simple formula such as:

=IF(LEFT(I$2,3)=$E3,COUNTIF($E$3:$E3,LEFT(I$2,3)),"N/A")

in I3 can be used which can be copied left and down
