Show list datavalidation based adjacent column non blank

1. Hi
   I want know if is possible use datavalidation based condiction:
   
   If any cell in column B is blank data_validation in column C not shot list (datavalidation)
   
   Case any cell non blank then column C show list.
   
   is possible do it?

What you have uploaded is not an Excel workbook , just a picture !

Do the following for your DV dropdown :

Select List , and in the formula box , enter :

=IF($B2="",INDIRECT("Nothing"),DVList)

where DVList is the list Telephone , WhatsApp , Email ,...
