Shift distribution in a duty roster

Please find the attached file to resolve my issue. Description is given in the file from cells A 31 to A 47.

i'm not far behind (i dont think/hope) but still dont know exactly what you're looking for... could you fill out the sheet with an example of desired resutls!?

- when someone has 'weekly off' are they getting the whole week off? (weekly off sounds awesome!!)
- do the shifts for others change day by day or per week? ie: first week, A is 1st shift, second week, A is on 2nd shift...?
- how are you handling weekends and holidays?

Dear JSON , example is fillled in the sheet. I evalute the same. In cell no B7 figure is shown 7 it means that seven employees are needed in A shift. Therefore A is written from B2 to J2 it menas that employees D,E,F,G,H,I and J shall come in A shift.
2. Working remains for 24x7x365 days so 4 or 5 employees get weekly off on each day.
3. Shift change occurs per week not day by day. Your example is correct.
 
Thanks a lot Suril. Shiftwise Roster issue is solved due to your guideline.

Take review on the file "roster.ram" also and provide the guidline. File is attahced in this thread at the top.
 
Mr.Suril, thanku very much for the nice solution.Most of things you have covered in the attached document except shift rotation.
Please find the attached sheet to know my remarks for shift rotation.
