Scroll bars are used to link to a cell.
That cell is often used to control data queries and can therefore be used to control several data queries at once.
The charts link to the data query areas, not to the scroll bars.
Typical use of this is one scroll bar to control the horizontal dates for several charts, doing this any changes in the Scroll bar will be reflected in the several charts all moving horizontally together.
