Problem with Reorder Formula

I'm having an issue solving a formula to correctly determine the last iteration of a date with multiple variables

Currently my sheet looks as follows:

file / reorder date / name / last contact / unique

1 / 11.23.14 / terry / 12.1.14 / 1
1 / 12.3.14 / jerry / 12.1.14 / 0
1 / 12.3.14 / bob / 12.3.14 / 1
2 / / bob / 12.4.14 / 1
3 / 1.1.15 / tom / 11.1.14 /1
3 / 1.1.15 / bob / 12.31.14 /0
3/ 1.1.15 / sam / 12.31.14/ 1


I have roughly 2000 accounts with the same information. What I'm trying to do is credit the last person who set up a reorder. I was having no issues if the reorder date is the same as the last contact and if it was a unique criteria, but I'm having difficulties pulling the last name that spoke if the reorder date and the last contact date are not the same.

Thank you in advance, I've been looking for an answer to solve this for a week now.

Sorry, uploaded a sample of the data. Columns A & B are what will be seen, where Column B is what I'm trying to determine. Column C is just a reference as to which files they should be credited for. I don't think the Unique needs to play a factor, because what I'm looking to do is if there is a reorder date, the last contact gets credit for it.
