Problem with countifs

Dear all,

I have the following sheet. I expect DashboardC4 to give me the value: 309,92 but it throws an error. Any thoughts on what goes wrong here?

There are rules, how do functions works.
# Check syntax ... ranges needs be correct.

FYI, not that it matters here, your dates are not real dates but text looking like dates. This might get you into trouble for further analysis
