Percentage of completion with Donut Chart

I am trying to show percentage of completion. I think a donut chart is what I need, but when I go to graph a single cell, all of a sudden all these other cells that I didn't select also end up getting graphed somehow.

I have a file uploaded. See the 2nd tab. I will create 4 graphs, one for each phase. So one graph for cell Y5, another for Y6, Y7 and Y8 (the cells in red).

What am I doing wrong, or do I need another chart type.

See the picture under my table. I am trying to replicate the portion that says Development 90%.

I have a donut chart overlapping a circle shape. I can select only one at a time. Is there a way I can select both?
