Offset in power query

Hi Team,
I need to use IF and OFFSET to get the desired result. 'Im struggling to get the output since i'm a intermediate user in power query. could you team suggest the solution.

Below is an example I need and how could I do the same thing in power query?
I have attached the sample file for your reference. The result that i'm seeing is mentioned in column H "Flags" Header.
I'm not sure where to ask this question. Since i don't see the Power Query Forum in this.

Cannot analyze your Query. It is loaded with Errors. You need to clean up the errors and post a working query/file.
 
Hi, I believe you are after a simple index. Use group by on store number, use All Rows as aggregate. Add Index starting from 1 then expand your sub tables again in columns.
