One can write is as an IFS
=IFS(
AND(C11<250;D11<8;E11<1000);$F$2;
AND(C11<5000;D11>=8;E11<10000);$F$3;
AND(C11>=5000;D11>=8;E11>=10000);$F$4;
TRUE;"unclassified")

However, you do have some unclassified.
Or maybe you mean that the conditions are exclusive, than the AND should be OR.

Hi, I must thank you for your kind reply and suggested solution. I tried but the desired outcome is not achieved. For Small medium enterprises, I have to keep ranges such as more than 250 and less than 5000 for employee count, market cap should be more than 1000 and less than 10000. Humble regards

Could you please show us where Guido's formula does not work for you?
 
The condition was, an startup should have less than 250 employees, less than 1000 in market cap and less than 8 years in business...however with Guido suggestion...the result for startup displayed employee with more than 250 employees and year of establishment also over 10
