MIN function not always working??

I have a large column of numbers where I want to extract the minimum. These are formatted as percentages and range from 0% to negative percentage values.
The result in the working sheet only yields 0%. Taking a short range of that column to calculate MIN where there are a variety of numbers, also yields 0%.
Pasting those same numbers into another workbook yields the proper minimum.
So, for example:


0.00%​
0.00%​
-3.40%​
-1.80%​
-1.70%​
0.00%​
=MIN(CG27:CG32) which is what's copied above, yields -3.40% in the copy but 0.00% in the working sheet.
What might I be looking for to fix this?
 
are they all numbers and not text
a sample sheet with the issue would help here
@ETAF: well .... they are all calculated numbers. But, I checked their format and it wasn't consistent. So, I set the format to Percentage and now it's working.
@AliGW: Initially, no change. Once the formats were fixed, this change with "--" broke it yielding #VALUE. I should mention that some of the cells in the range are blank - so I suspect that's why?
