macro - i beleive is the only way - name tabs auto

Hi
it is possible for make it so that when I click on L13 and any cell below it in column L, that it will open a new tab automatically and the name of the tab will be the name of the cell in D13.

I think you need to give permission for that attached file to be opened. Same applies to your other recent thread.
