Looping lookup formulae

Hi

I am looking for a way of listing people based on a criteria without the need for filtering, etc. I think there may be some way of incorporating a lookup formula but if false i need to loop down to the next row.

Eg. I have two columns - name and department. These are not in any order an will continually be updated. I then have a separate section with departments as column headings. I would like to write one formula that picks the names from the first set and lists them in the second, preferably alphabetically but however it can work is fine.

Example workbook attached (need formula in blue cells), appreciate any help here.

Not sure if the requirement is to really have it in the format you want. However a pivot will group all names under department heads alphabetically.
