I looked at your sample file - are the three sheets your source data? It is best to keep data in a single table and then use pivots to produce the reports. Slicers work on tables (depends on your version) and pivots. Further clarification would help get you to where you're heading.
Ditto to David's sentiments. All data analysis in XL is much easier if you keep the raw data in a single sheet. For your setup, could do this fairly easy, and add an additional column called "Section", which you could then fill in with a 1 or 2.
Shoot, once you had that, could make a PivotTable and slicers in about 30 seconds and get what you want.
