Help with formatting

I am trying to keep track of incoming paperwork at my job. I would like a cell to highlight in yellow if it is blank and the first three cells are already filled in. I know how to highlight blank cells but then I end up with half my worksheet yellow. I attached a test. Pretty much if column C is filled in the rest of the row should have either a date or x in each cell. Thank you!

Clear all formats

Conditional Formatting
New Rule
Use a Formula
=AND($C2<>"",COUNTA($A2:$B2,$D2:$O2)<>14)
choose a format
Apply

Thank you but I am trying to just have the cells that are blank highlight not the entire row
