Formula for number of appointments every n weeks between dates

I need to calculate, for example, the number of appointments that occur between 2 dates when the appointment happens with a frequency of say every 2 weeks.
I need a formula that can take into consideration that frequency could also be every 3 weeks or 4 or any number.

The user is inputting the start and end date, the day of the week and the frequency.
