For Excel 3.10 = 3.1 but i want it as 3.10

hi all,

Today i faced a new problem while making a report. Yes it was for my boss.
but today i did it with sorting trick but it was automated till yesterday.

actually i using countifs(), rank(), Index function to get a list sorted by date unfortunately occurance of number went to ten
problem is due to values in cell(e2) i.e. 32.1 &cell(e141) i.e 32.10 but excel change it again to 32.1 in master sheet.
data could exceed upto 6000 rows & 100 columns
please find the attached workbook for more details.
if you understand my query please let me know i it would be great if solution done with function only and without array

As per the upload, which is the column E set to one more decimal place.

The important part is that the Number format has 2 0's after the decimal place
eg: 0.00 or #00.00
