Difference between normal functions and array functions

We generally use normal functions and array functions depending on situation. In some cases, we have to use small command as array ; and in another cases very lengthy function can be used as normal commands. Looking through the help menu also gives the classification between normal and array commands, but limited.

Here, what my query is.

a) What is the basic criteria which differentiate between normal command (ENTER) like =SUM (4+2) and array command. (SHIFT+CONTROL+ARRAY) like =SUM(LEN(A1:A2))
b) In other words, by using simple a command either with ENTER or SHIFT+ CONTROL+ ENTER have the same result, But array command clearly specifies SHIFT+ CONTROL+ ENTER. Why this difference ?

Hope, some of the respected members will clear my doubt and lighten my grey areas.
