Deciding to send and calculate based on the previous rows

Not sure if I am posting the question in the correct forum. Apologies if I am not.

I work for a warehousing company and I have a relatively complicated task (at least for me) of deciding whether to dispatch the delivery or not. The criteria to decide whether to send or not is:

a) if the cubic of the connote is more than 20-30 - send straightaway
b) if not, if the cubic of the days worth is between 20-30 - send all the days connote
c) if none of the above, add the volume to the next days volume and if this is more than 20 then send and if not, keep accumulating until the next day.
d) if the total of one connote is more than 20 and immaterial to the upper limit, send it.
e) if the total of multiple connotes is more than 20 but more than 30 too, then send the ones that equates to more than 20 and up to 30. Hold the ones more than 30 but less than 40 and so on (keep adding 20 from here). But hold the latest days connote and not the oldest.

Example

7/4 con1 10
7/4 con2 2.5
7/4 con3 1.5
don't send any of the above
8/4 con4 1.5
still don't send
9/4 con5 22
9/4 con6 6
send all above ('coz more than 40 in total)
10/4 con7 33 (send this straightaway)
10/4 con8 6
11/4 con9 7
11/4 con10 3
don't send the above
12/4 con11 15
12/4 con12 10
now the total is 41, so send the ones from 10th and 11th but send just one of 12th as exceeding 30

Please let me know if this is too confusing and if you would like me to explain further.

Your 'example' and 'Sheet1' have something common, 'example' is more clear.
Check 'Sheet2', if it would look more clear. It has same data as in Sheet1.
You can select year, month ...
Can You see from 'Sheet2' Your 'criterias' easier?

Thanks for coming back. Not quite the solution yet. May be I didn't explain myself clearly. Let me try again.

I need to find out the average number of days it took to send each group of consignments. As per my example, we have to send out the consignments only after it gets accumulated to reach x kgs.

Could You explain term 'each group of consignments'?
Sheet1 has term 'Consignment Number', but group?
The 'average number of days' could solve after that, then there can find groups.
