Counting or summing up using dynamic range

Hi Friends,

I am stuck in excel. I want to count all the enrolment number till June (lets say : Jan to June) with other conditions of year, Region, Test etc matching. I am uploading an excel to make you understand my query. Now the moment I change month from June to Mar , it should count Jan to Mar.

1. Where will you change the month from June to March ?

2. Where should the output be displayed ?

3. What does etc in the following mean ? Unless you specify each and every detail , the solution cannot include that detail.
