=SUMPRODUCT(--(MONTH($A$1:$A$21)=MONTH("1-Oct")))
=SUMPRODUCT(--(MONTH($A$1:$A$21)=MONTH("1-Nov")))
=SUMPRODUCT(--(MONTH($A$1:$A$21)=MONTH("1-Dec")))

below formula used in this

=SUMPRODUCT(1*(MONTH(A2:A22)=10)) where last 10 is showing month like if u want to count jan month then just edit 10 to 1.

Deepak's formula working fine at my end.

Another one with CSE:
{=COUNT(IF(MONTH(A1:A21)=10,A1:A21,""))}
{=COUNT(IF(MONTH(A1:A21)=11,A1:A21,""))}
{=COUNT(IF(MONTH(A1:A21)=12,A1:A21,""))}
