Convert excel to csv where all the cell values should be in "" and , seperated

I have an excel sheet which is having different values and one of the type is Tigero, A. kind of first name comma space and a letter with a period. only these kind of cell are getting surrounded by "" and rest of the cells are coming as normal values when saved as .csv and opened in a notepad. Any formula or excel technique to convert all cell values to be enclosed with in "" and seperated by comma after converting it as csv. so that it will look like "2345","90001","01",etc instead of 2345,90001,01,"Tigero, A."
