Connection of 3 columns

Hello friends !

I want to connect 3 columns,$A$1:$A$11&", "&$B$1:$B$11&", "&$C$1:$C$11.
I got into the MAX function ,to get the result =14,5,17

=INDEX($A$1:$A$11 & "," & $B$1:$B$11 & "," & $C$1:$C$11,MATCH(MAX(SUBTOTAL(9,OFFSET($A1:$C1,ROW(OFFSET($A$1:$A$11,,))-1,))),SUBTOTAL(9,OFFSET($A1:$C1,ROW(OFFSET($A$1:$A$11,,))-1,)),0),{1,2,3})

You can not replace the OFFSET it CHOOSE ,The formula for giving ?

I try to check some ideas with CHOOSE,
=COUNT(CHOOSE(1,$A$1:$A$11&", "&$B$1:$B$11&", "&$C$1:$C$11))
He gives a result of zero .
