Conditional Format with sum

Dear Expert,

We need to apply conditional format with sum function for highlight the row.
we have the data sheet where all the invoice details available.
In our sample workbook . Code- Vendor code, Document No - Invoice No,Value - Invoice Value. In column I & J there is the payment plan given by FI Dept.
