Circular text in cell

I would like to ask that is it possible to create a circular text in a cell (without drawing tools)?

In short, no. You would need to use the drawing tools.
But, do remember that you can link any object to a cell, so you could have the input be into a cell, and then have the shape display that text in a circle.
