Averaging percentages from months to quarters

Hi. This is doing my head in and I'm sure it's a simple solution. I've attached the 2 tabs from a workbook I'm using, and I need to calculate the percentages of each line item of each month into their respective Quarters but still show 100% in the graph

In the Tab 'List' are the months and columns 'Compliant %' and 'Non Compliant %'. When averaged into Quarters they should still equal either 100% or 0%.

Tab 'Dashboard info and graphs': The highlighted (yellow) area is where the information needs to be pulled to. This will update the graph 'High Risk Compliance (Terrestrial LPIs) QUARTER 1, 2015.

Neither averages not percentages should ever be processed in any fashion such as addition , subtraction , averaging ,...

What you need to do is calculate weighted measures ; see the sample I have done in column AW onwards.
